2020 Baseball Playing Rules

Baseball Playing Rules

DYB plays by USSSA Rules, plus this amendments for league play.

Roster -All teams are required to have their DYS Roster to play the game any player, who is not on roster, will not be allowed to play. Roster can be in form of copy given, picture taken, and/or on line at team connect.
  • A team who does not have their league roster will forfeit the game, BUT will be REQUIRED to play the game, with a modified time limit.
  • Any team/coach who agrees to play the other team without roster, loses all right to protest the game or players from the opposing team.
  • ANY VIOLATIONS OF THESE RULES, YOUR TEAM IS SUBJECT TO FORFEIT.

PLAYERS on multiple teams- A player can play on multiple teams, in different divisions, but not in same age group.

Player Recruiting- DYB player recruiting, No team/coach/parent can recruit. Recruiting is when a member for a team encourages, gives monetary, and/or uses the family name, to bring player/s to their team.
If a team is no longer exists, all players must enter draft/player pool.
If a player chooses to leave a team, he/she must enter the draft/player pool.
The player can request to be placed on a certain team, but we will not guarantee that request.
This rule will not apply to summer league.
IF ANY PERSON ON YOUR TEAM IS FOUND TO BE ENGAGING IN THIS MATTER, YOUR TEAM WILL BE SUBJECT TO PLAYING AT A HIGHER LEVEL WITH IN DYB, WITH OUT THAT PLAYER/S.

Sportsmanship & Ejections -ONE PLUS ONE: A player, coach, or fan ejected from the current game will also be suspended from the next scheduled game. Anyone who is ejected must leave to the parking lot in a timely matter, within 5 minutes, or the team will forfeit the game. That person cannot return to the park for the day, or the next day of schedule games, even if that person is part of multiple teams. RULE 14.00 in the USSSA Rule book. Page 13

Appeal: Any individual can ask for reinstatement to a current board member, within 24 hours of ejection. The appeal/reinstatement request must be in writing, addressing the situation, and has to state why that individual should be reinstated. The board will respond within 48 hours of receiving the written appeal. The Board, at its discretion, can chose to verbally deny or grant the appeal without explanation.

T-Ball Pitcher - The pitcher must throw the ball to ANY base (INCLUDING HOME PLATE) to make the play. EXAMPLE: ON INITIAL HIT-IF A GROUND BALL IS HIT BACK TO THE PITCHER AT THE MOUND, THE PITCHER MUST THROW THE BALL TO ANY BASE, INSTEAD OF RUNNING AND TAGGING THE BASE OR BASE RUNNER, PITCHER CAN MAKE ROUTINE TAGS AND FORCE OUTS PER PLAY.

USSSA RULES 8.15 for COACH PITCH & 10.14 for TBALL - CAN ONLY BE USED ONLY AFTER THE WHOLE BATTING LINEUP HAS GONE THROUGH ONCE, TO ENSURE ALL BATTERS HAVE AN AT BAT.

C-Pitch Time given by Umpire - DYB will follow USSSA National Rule 8.19; Page 9

C-Pitch Defensive Coach on the Field -
DYB will follow USSSA National Rules 8.09; Page 9. Rule 8.09 Defensive coaches shall not allowed on the field of play and shall coach from the dugout.

T-Ball Time Given by Umpire- Time will be given when the ball is near the infield base line, after the ball has been put into play by the batter. Time can be given when the ball is in foul territory.

5U and 6U T-ball amendments- No coach can touch batter when player is in the box including the bat. (Coach can walk a child to the box and instruct him verbally) Coach is allowed to move the "T" to adjust for height and is responsible for moving the "T" when the ball is in play. Defense is allowed one coach in the field for defense. Assistants need to be in the dugout, within arm's reach.

6U Modified Coach pitch- Batter will be pitched, 3 pitches from the pitching plate. If batter does not strike out, they will be allowed to take one swing.Only from the "T" (arch boundary in effect to make the ball fair). Game will still be 1hr game time 4 innings to play game.

USSSA RULE 3.00 - INDIVIDUAL PLAYER & TEAM ELIGIBILITY 3.01 Age Based with Grade Exceptions Divisions: For League Play any team who is a NOT a school team, must use May 1 date to determine play. School teams can use the grade exception if ALL players are from the same school, same grade for ALL players on the team.

How-To Protest Rule 12.00 - PROTESTS 12.01 Umpires will work to settle all situations on the field. Protests will be allowed for age and pitching violations or rule interpretations ONLY. Protests must be declared to the Umpire-in-Chief and then to the League/ Tournament Director before the next pitch following the dispute. If a call to be protested is the last recorded out of a game or on a game ending play, the protest MUST be filed prior to the umpires and the protesting team leaving the field of play. No protest will be allowed following the game. League / Tournament officials will rule on all protests and their decisions shall be final.
12.02 The Protest fee is $50.00 cash. The fee shall be returned only if the protest is upheld.
RULE 12.02 Comment: Leagues may develop their own method of fee structure, recording and setting protests.
League - Team can declare a protest verbally before the next pitch is thrown, to both the Umpire in Chief and opposing team manager. If a call to be protested is the last recorded out of a game or on a game ending play, the protest must be filed prior to the umpires and the protesting team leaving the field of play. Protesting team will have 24hrs to file protest letter, BUT MUST PAY THE SUM OF $50 CASH, to any League Director/Coordinator, IMMEDIATELY. Email: oakcliffsportsgroup@yahoo.com
